Carnival is a "low-cost" cruise line already, so any "sale" they have really isn't a sale when you come down to it. Reduced deposits are the closest they come to "sales" in my opinion, and that's not really a "sale." Lol. Just book early,and you'll get the best price.

No way or everybody would do it so they didn't have to pay the penalty or have their deposit held for them for 2 years.

 

They made sure there are no loopholes.
