Not sure what you were specifically asking. When the ship arrives, it is cleared by local authorities before passengers can disembark. On our cruise, self walk off and bag valet started disembarking around 6:40. Color tags around 7:30-8:00. On our cruise, there were issues with the local shore workers and priority color tag disembarkation did not start until 8:40.

 

You still have to stand in line and provide a passport/identification and self certify to a Customs and Boarder Patrol officer that you are within $$$, cigarette and alcohol limits and that you have nothing to declare.

If the ship arrives at 6AM , it takes about an hour to clear the ship be fore passengers disembark. With Seattle I won't schedule a flight before 11AM or noon would be better.
