I think you can book them on the 8th (if you are talking about new itineraries).

Then book the cabin you want now and when the sale you want appears later (next year), have your TA get you switched to the newer promotion and pricing.

Yep, when we visited our travel agent this morning, she said book now & when a good sale comes up, we can take advantage of it.  She was very surprised at how few interior cabins were left on the Med cruise we wanted--2 years out!
