Can any of you, who have been on the Dream, verify whether the railing on deck 9, front of ship, is low enough for someone to sit on and still touch the deck with his feet?

Huh? How about not sitting on the railing at all so we don't have to read about another person overboard on a Carnival ship on the news .....

although deck 9 forward they would be looking over the crew area, so they would just get smashed on the deck and wouldn't drown

I hope and believe this scenario is not possible on any cruise ship.

By SOLAS, all deck railings on passenger ships must be at least 1 mtr (39.5 inches) high, which is 5" higher than a kitchen countertop.  So, if you can't sit on a kitchen counter and have your feet touch the floor, then you can't do it on a ship's handrail either.  According to an ergonomic calculator, to sit on a chair and have your feet touch the floor, you would have to be over 10' tall for a 39.5" rail (34" high chair for 10' 9")
