Yes, onboard. They'll have several tables set up around the ship offering or you can purchase it from your waiter at dinner on the first night. As a rough guide, for my local grocery store prices here in Florida, the wine bottle prices on board are about 3 times normal retail - a bit more than some land-based restaurants, but in line with others. e.g. that Layer Cake is ~$13 locally. We get Cheers! partly because at the rate we use it the per-drink price is below what Cruise-the-vineyards would offer, and because we also exercise it well at Alchemy, where we'd have to pay a la carte prices if no Cheers. We weren't aware of this program on our first cruise, but will probably take advantage of it next time. 5-7 bottles of wine on a 7-day is more our speed than Cheers, and better than the per-glass pricing.
