In 99% of the ports, yes.  Some ports that require a visa, such as St. Petersburg, on board lunch would be very complicated.

If you are close to the port  the ship is open for  meals 😉

Usually the GDR is open for lunch  but in some ports where most people will be off the ship only the Terrace/Waves may be open

not sure  that is  a problem

you need the VISA or what ever they call the group Visa to get off the ship  & show the card  when returning

if only coming back for lunch seems like a waste of time  if touring  with a guide  though

if  on a  short ship's tour in the morning  then they will bring you back  to the ship ..you can eat  & then head out on another ship's tour  if the timing  works

The problem with your scenario, Lynn, is that the groups need to stay together in Russia, so if one person wants to return to the ship for lunch, everybody in the group would have to return as well.

Exactly

so if you are doing a group tour  then it is pointless to return to the ship to eat

It seems some have lost track of your original question.  If you are not on an organized tour, yes you may return to the ship at any time for any reason and in most cases can take off again.  Enjoy your cruise.

yes, you can return to the ship and if we're doing a diy in the port city, we often return to the ship to drop off/pick up ponchos, jackets, tweak the photo equipment we're carrying, (change my shoes in one case!) and sometimes it is easier to grab something  at Terrace and then head back out again.
