Well, a compromise might be to put into Victoria and not allow passengers ashore there.
If the City of Victoria doesn't want the passengers, maybe the passengers don't want Victoria.
It does smack of Nimbyism.
Especially since local ferries and puddle-hoppers pour people into Victoria all day every day.
Also, there are other Canadian ports that cruise ships are able to dock at. And the good news is they are all a lot better than Ensenada!

Actually there are not that many Canadian ports that could fill in for Victoria - Vancouver and Prince Rupert are the only two that come to mind and Vancouver is also considering closing their port to cruise ships. Prince Rupert is not really cruise ship friendly.
