Does every ship have to be qualified before it can sail?

Back in march/april I figured noone knew how to handle it by may I thought I was getting somewhere with getting travel ins company to refund.  By end of summer and numerous calls and emails I gave up the fight.   Yes, I had asked to move the policies to other future cruises, no luck there either.

Back in june I had called rcl and cancelled their travel protection for my future cruises and got refunded that money right away 

I had a 3 week trip planned to europe for august and had purchased geo-blue travel ins for that trip.  When that was cancelled in june they refunded money right away.

For future cruises I will either purchase geoblue voyager ins as that covers covid travel or maybe rcl travel ins depending on the coverages.

I went back and checked on all six cruises that were either cancelled by RCL or that I cancelled with CWC, and I got everything back either as an FCC, a refund, or a L&S move (including the travel insurance $$). Maybe the problem has something to do with when the cancellations occurred relative to the final payment date? My understanding is that insurance isn't in effect until after the final payment date, so if the cancellation occurred prior to that date, it really hasn't been invoiced yet.
