Best choice > Deck level?

before  you choose make sure you find out what is  on the decks  immediately   above and below. in your case decks 8 and 10 or 10 and 12.  you dont want to be under or over the theater, the pool or the buffet, or a club where music and dancing goes on.

I like the view from the higher decks and as someone else pointed out, on Deck 9 you may just be looking down at the tops of the lifeboats. Deck 11 is low enough that you shouldn't get much noise from activities on the top decks.

Depending if you have a balcony and if you spend much time there? If not or little time then you might want to think about the lifts as a factor. Lifts can be crazy busy sometimes so it's handy and quicker using the stairs if you are able to

 

Both deck 9 and 11 have cabins above and below them.

Depends on which cabins you are talking about.  I believe Deck 9 has some balconies that are uncovered or partially covered along with full cover.  Here’s a view looking down to decks 9 and 8 from my cabin 10075 on deck 10.  I believe all cabins on deck 11 are covered.
