We were on a cruise a while back and a person in the PH had problem loosing her passport and could not get it  replaced in time for the cruise.    They had a lottery at $5.00 a ticket for an upgrade.   I was really happy that this wonderful 80 old women in an inside bought a ticket but had not told her husband and got the upgrade   It was also their 60's anniversary.   Couldn't have gone to a better couple.

Got the same email and initially wondered the same. It's to give Celebrity some flexibility should people cancel before the cruise, which is easier at present than in normal times. Note that Celebrity aren't saying there is (or will be) availability, they are just asking us to bid in case there is. If a suite guest cancels and another guest Moves Up, Celebrity get to make some money instead of sailing with an empty cabin.

Don't forget to keep checking if you are interested in an upgrade.  Cancellations happen all the time.  Move Up isn't much of a deal unless it's a good deal less than the actual price difference of the upgrade.

 

On our last cruise we upgraded for about 60% of the minimum move-up bid.
