Not according to the Celebrity website.  There are lots of people sailing today that booked before AI and did a lift and shift.  They are subject to the rules when originally booked.

And casino comped cruisers normally don’t come with the always included so the Captains Club benefits might be of great value to those passengers

From the Celebrity site, here's a list of the Simply Sail itineraries. Many are available more than a ear in advance. Check it for yourself.

I am not saying anything about rules anyone is subject to, I am saying Simply Sail is available more than 90 days out. I am aware that Celebrity initially said this:

Q. #27: What is Simply Sail? When is it available?
A: Simply Sail will offer a cruise-only rate for select sailings within 90 days of departure. Simply Sail will replace Exciting Deals with a new creative look and feel but maintain the same offering parameters.

 

But that 90 days has not been a thing for a very long time.
