YES,  It is for 21 night cruise.

Looks like I will bring my own wine and pay corkage fee.

The standard drink package offered with Free at Sea will give you standard alcoholic drinks, including most wines.  It's just the super-premium drinks that aren't included, and even then, you just pay the difference...
