Oddly, only requested to wear one to walk off the ship but no one was being made to put one on who didn't wear one. Most were removed immediately after setting foot off the ship. More people (probably half or less) wore them on the bus ride out but not many on the bus ride back (handful at most). It's pretty much a non issue at this point, though Carnival may have to "technically" go through the motions to appease the CDC or some older port agreement. The drivers and group leader will wear one probably, but they won't force passengers to. That was our experience anyway. It makes no sense really, the same group just came off the same unmasked ship together. It's theater and Mexico is known for being lenient and allergic to bullspit regulations already. It's another one of the reasons I stayed on the boat in Cabo, didn't feel like dealing with masks while tendering, on top of the already lengthy process. This is useful information and appreciated.
