I think you have to go to the main wharf at Paihia to get the ferry to Russell unless they've started running special ones from Waitangi when cruise ships are in port. Photo is taken from the south end of Paihia, the dock was to the left of the photo about 1km. it seems to me that is where the tenders heading. Waitangi is about 10km further around the coast, and had a smaller dock. But it could of curved around toward Waitangi after the photo was taken. So you could probably be right, sorry about that.
