Just wait for next Fall's last minute specials ... several NCL ships will be running donuts up there. Just hail an Uber, the fare for us from the pier up to the Citadel was $9.50 CDN on the App - quick & easy as we weren't going to walk up that hill & gave the driver a nice, big cash tip. Much, much less than the most frugal ship tour available. Took a taxi afterward back to the ship (seen enough of downtown over the years) after walking down to the bottom of the hill from one of the nearby hotel's ... fare & tip, $20 CDN. I'm also looking at "end of season" Alaska sailings for around this time next year. Those should be fairly attractive, too.
