I believe you can participate if you choose to do so.  It’s only open for prizes while the casino is open, so I would imagine that’s where you’d go to sign up.  
I can’t promise this is exactly the price but think it’s $20 a day .. not sure if you have to sign up for every day of the cruise.  
We were on a Northern Pacific Coastal and the casino was closed several days and nights of the cruise.  So, it was disappointing that the prizes were only available for not even half of the cruise.  But, it probaly didn’t make any difference.  Both times I’ve signed up for the premier package, I’ve won $25 on the last evening of the cruise which was applied as obc.  My total folio ended up being 5 cents in my favor.  😂 

The people in the cabin next to us were the recipients of the $5000 prize.  Sweeeeet!

You are asked 'by your door' if you want to enter the door panel prize.

$20 per day - pick and choose which day(s) you want to enter

upgrading to 'Premier' would be $50 per day for the 2 of us - but would include 2 specialty dinners each.

Don't forget, Premier gets you a higher dollar limit on beverages.  I believe Plus includes beverages that are up to $12, and Premier raises the beverage cost limit to $18.  Wow, and $18 drink!  I hope it comes in a gold encrusted glass or something.  haha

if we didn't have $200 OBC on this cruise - we would have upgraded to Premier - only 5 days - so 2 specialty dinners each also.  We will use some OBC to pay the add'l for 'better' wine and Ultimate Balcony Dinner, if available or - a couple of specialty dinners

It’s really all about gambling.  As far as I know, the least amount I’ve seen anyone win is $25 and while that still may not be incentive for most people, a chance to win $5000 is up for grabs on every cruise.  So, $20 a day for the days you choose may then sound like a worthwhile game of chance.  
I have never purchased a the chance for $20 a day, though.  For me, I’ve thought the premier package was totally worth it as I like nicer wines atht aren’t offered on the plus, especially if I am in a solo cabin.  The prizes are just an added perk.
