As soon as you see your cruise docs available on the app, you will find your luggage tags on the last page.  I prefer to print mine, but you can always get them at the port.

We bought the plastic luggage tag holders on Amazon made to hold RCCL (and others) luggage tags.  Much more secure than just stapling them as the directions show.
