proposed speed regulations US East coast

This would have a huge impact on cruise ships on the east coast.   10 knots max.  Do they even think when they make these proposals?  Unintended consequences for sure!

I believe this is only enforceable within 12  nautical miles from the coastline.  After that, you are in international waters.  I see the impact as minimal since most cruise ships head farther out for a plethora of reasons one being casino ops.

 for up to seven months out of the year and up to 100 miles out at sea for most of the East Coast.

Maybe not.  The article points out that Boats over 65 feet are already subject to a speed restriction - although I don't know what that restriction is or if this changes it.

It's generally best to go to the source for accurate info rather than news services alone.  The speed restriction has been in effect for years for vessels over 65 feet, so no real changes to the cruise lines.  The purpose is to expand the restrictions to 35-65 foot vessels and to do some expansion of the zones.  But it's not like the entire east coast is going to be shut down.  Here's  a link to NOAA's program and proposed changes:
