Will they offer a laundry bag/ service on a 15 day cruise on Star? If so is it half way thru and any idea how much?

Should be 2 Laundry Days one for each 7 day period.  Not sure of the price but about $30 for each full bag.

Whuuuut?  I have never heard of this nor experienced this (I only have 1 cruise as Platinum so far where this would have applied) How does one utilize this perk?  Cabin stewards are aware of this? I only saw one certificate even though my cruise was 15 days.  I have heard of others simply writing Platinum on the bag certificate included or not, but I wasn't aware it would be allowed every 7 days. This would be so awesome, and I totally get if it is a YMMV situation, simply trying to get the details.

Also, just to make sure I'm understanding is this per person or per cabin as I travel solo and I'm just trying to manage my expectations.

If I could pack 1/2 the clothes I would be a truly happier person.  Actually, I might just start doing that anyway.  Get my 1 free bag and if it's not allowed pay the $30 for the second bag anyway.

Thanks in advance!

We did only 2 full bags of free Platinum laundry on our last 14 days, about 5 or 6 days apart - that was 2019.  Could've done 1 or 2 more bags free if we needed to.  Just beware that the "new" paper bag is thin and smaller, hold about 1/3 less than before - stayflation ... thus, might need to do a 2nd bag if on a longer sailing.  Why not, especially if it's complimentary.

We have only been on two previous NCL cruises, so have no loyalty perks. We will need to wash jeans on our cruise in Ireland on Star. Would jeans fit in the bag or would it be better to send them out separately?

DH & I have used the laundry many times.  Even though the bags are now smaller than previous version, we have been able to send his and my jeans, along with pairs of socks, and multiple assorted shirts.

When we send clothes to the laundry we roll each piece of clothing up and then put it in the bag.  That allows us to send a lot more than if you just stuff the clothes in.  Is rolling dirty clothes up fun, no, but having clean clothes for the second half of the cruise is good!
