I know the buses go all the way up to Arashi Park Beach . Actually, it was an easy walk. If you stay on the road it takes a bit because of the way the road curves toward the end. However, there is a path leading from the road and to the back stairs of the restaurant by the lighthouse. There were a couple of areas that looked like a turn into a path but were dead ends.
