I have heard that it is a pretty good hike to South Beach. Do they have a tram to and from?

Yes, it stops/turns at South Beach Cabanas.

I'm a water person, and in all my previous visits, there was no water at South Beach during low tide. So which beach is best if you want a lounge chair, shade, and an easy dip in the water?

South Beach is much quieter, but that's because it is a bit of a distance. We thought we could walk but wound up hopping on the tram.

 

I think Breezy Bay at Chill Island is a great location, right by the pool and food stands and not too far from the pier.

Did walk it last time and we were late getting off(i guess?) S/beach was packed so , hiked back, got my steps in and sweat on which led to the water being even better when I finally found a spot at Chill

Breezy Bay has lots of loungers with umbrellas in the trees, so lots of shade and generally not that busy.  Downside is lack of snack shack.
