When we cruised back in 2019, one could get and pay for the visa on the ship after setting sail.  Is that still the case?  At each port a Vietnamese official would board the ship and personally check each visa.

I'm not sure about that part yet. My cruise only has one Vietnam stop, and the rest don't require a visa.
