Used TA. Do they check in for me at 21 days or do I?

Like checking into a hotel, this is something you should do and not your travel agent. Doing it through the app is easiest.

Question in title. Does my TA complete my check in at 21 days or do I complete it myself on line or via app?

Isn’t it 45 days? Anyway, the travel agent wouldn’t necessarily know your passport number, emergency contact person, etc.

You should do the online check-in yourself, and fill it out completely (including country of birth, country of residence, and an emergency contact phone number of someone not traveling with you).  Make sure you also register a credit card for onboard incidentals.  If you don't answer these questions during your online check-in, you will be talking to a counter agent at the terminal.

Also, make sure that you know whether you or your TA is responsible for your final payment, and that you know exactly when that payment is due (usually 90 day before the cruise).
