Official policy is this, but others have reported getting drinks when they enter international waters:

Due to Texas state law, our Drinks On Us! benefit is not available on embarkation day for sailings departing from Galveston, TX, but will be available at the start of day two.

Usually the free drinks, when you are a casino guest, are only served in the casino, while you are seated and actively playing. Best way to know is to ask your Casino Host. It's my experience that perks vary from ship to ship, even though that fact is not advertised.

There are offers for drinks on us anywhere that don’t require you to be in the casino to receive them.

Not for a Elite cruise, it includes drinks everywhere on the ship and you also get Alcohol (one bottle per person which includes you and your roommate with mixes in your room)

Elite cruise offers are drinks everywhere on the ship

Blame it on texas??!! Odd how royalcaribbean can start drink pkgs, vouchers, etc as soon as you board in Galveston though yes a slimmed down variety of booze until international waters.

 

So its carnival not texas why its not started. It used to start day 1. I remember when carnival started right away and many said well if I wait I can save a day of cheers. People were trying to shave off cost. Carnival finally said not going to mess with this, we will start day 2. It's a carnival decision.

 

I see know it alls posting on rcl threads all the time how you cant get drinks day 1 out of texas because they only did carnival before and are convinced its texas, not a carnival decision. I've cruised both for the last 20 years. Remember the olden days.

Glad to see this post.  We have the same offer and was hoping we didn't have to wait until day two.   I wondered if we could get drinks at any bar or just the casino bar.

It depends on your offer.  It will say drink in the casino or drinks everywhere onboard and look to see if it's for you and a companion or just you.  Our offer is for drinks everywhere onboard for both of us.

Sailing from Galveston. Not on an Elite Cruise, but we do have the DOU Everywhere on Ship offer. 

Many people stated that they could get free drinks once the casino opened on the first day, so hoping that will be the case for us as well. 

Do we need a casino host or go to the casino bar first to activate the offer on the first day?

No. It’s automatically added to your account and valid at any bar.

offer terms recently revised wording:
Due to specific State laws (including but not limited to Texas and New York), our Drinks On Us! benefit will not be available for several hours on embarkation day up until a day later.
