I was wondering if there are private tour operators at the port when you get off the ship in Martha's Vineyard.

I would go on the assumption that there would not be. This is a very upscale island that traditionally has not welcomed/supported cruise ships. I would find a tour guide or operator ahead of time and make arrangements to avoid disappointment.
