I have no experience of this but I would not expect any refund, after all the ship is still docking at the port and the port fees have to be paid. Ports charge a fee for the ship and as far as the port is concerned it matters not one bit as whether there are 1,000 or 3,000 passengers on that particular ship - the fees will be the same. There is only one definitive answer and that would be the one from Princess - mine is just an opinion as to what I would expect to happen. Also if there is a valid reason as to why the third person was unable to travel then the refund would surely come from the travel insurance. What did the TA say to do? I have always heard you have to cancel prior to the cruise, in order to get the port fees refunded. IDK know if this is correct.
