2 for 1 airfare

I tried to find the answer to my question in NCL faqs to no avail.  Should I book 2 solos for my self and my sister, will NCL pay for one complimentary airfare?  And what about if we live in 2 different cities?  Thank you in advance as I feel sure someone will be able to help me!

Solos pay half. If you have 2 people from different cities, each would pay half the ticket price from their respective city.
