Scroll all the way to the bottom where you see the topics list.

1st column about half way down is "Refer-a-Friend".

This brings up a pop-up box.

I believe you must allow popups on the site or you won't see the box. Can't remember for sure but if it doesn't show up for you try stopping the block and reload the page and try again.
