Yes, but you will be paying your cellular provider's "roaming" rate while connected to Cellular at Sea.

 

There is a chat feature, via the app, that works without a Voom package.

No, you need to be connected to wifi to use the free RC messaging tool in the app.

But you do not need to buy an internet plan to use it.

I have had no problem texting while in airplane mode after purchasing the WIFI.  YES you can 'chat' via the Royal app, but there are no notifications and we have experienced significant delays in messages being delivered/read.  Just my 2 cents.

To clarify:  You also need to enable WiFi calling.

This seems to have changed.  We cruised in Dec and would text through the app (sharing one internet connection) and we both got notifications of messages.  And no delays
