It depends on how far out your cruise is, but the chances are very good that you have already been assigned at room.  It will not necessarily show up until much later, but most likely, you already have a room assignment.  Can they still change you to some other room ?  Yes.  That's why they don't disclose your room assignment way in advance.

There will be people in non balcony cabins making Royal Up offers on balcony cabins, as well people in balcony cabins making offers on suites. So there is really no way to know where you will be until they tell you.
