In addition to the link @njhorseman posted, it's on your online account on the Oceania website. And, of course, that the number of reservation you can book online in advance.  You can request more onboard, and your success will be based on availability.

Does anyone know if we can add  another couple to our dinner reservation if the other couple is a couple weeks ahead of when they can start booking?  We are traveling with another couple and our room difference isn’t that big, but the date allowing us to make dinner reservations is

 

Is the specialty dining an additional charge?

I would be very surprised if you are able to make reservations for the other couple before their date for reservations.

You can add another couple to your reservation as long as both parties  are paid in full. And no charge for specialty dining. It will count against the other parties specialty restaurant count as well as yours,

Yes, although it seems contradictory,  one in a higher level stateroom can add someone in a lower level catagory when the higher level category's window opens.  It does use up one of the lower category's allotments.
