Assuming the hurricane doesn't take things out, there are huge parking garages across the main street from all of the terminals and a small amount of parking next to the terminals, primarily for handicapped.  Celebrity usually uses the first terminal, adjacent to the aquarium and hockey rink.  Several hotels in this area as well.  There is a free trolley that runs between downtown, by the Convention Center (and Embassy/Marriott), past the terminals to Ybor City.  Doesn't handle luggage well, though.

There may not even be a Tampa port after Miltons visit. Watch what happens. Hope all goes well for everyone in FL. & get the heck out of dodge if you have an evacuation order!!!!

One point of note. When we cruised out of Tampa awhile ago they were very strict about not letting anyone in until 11:00, even suites. And even then they took highest level suites first. Unless things have changed do not arrive earlier like you can in Lauderdale or Miami.

Sailed on the Constellation last March. I believe we were in terminal two or three. There was a parking garage about 2 blocks away. We have also sailed out of terminal 6, but that was on a royal ship. Terminal 6 parking is uncovered, ground level. Made it very easy to depart.
