For US citizens, no.

Citizens of other countries need to contact the Mexican embassy or consulate.

On a cruise, no, By land or air, yes. Paperwork is required if not on a ship.

Thanks for the info. We are from the US going on a cruise so all should be good. (I don't know where this line came from)

IF you are on a cruise to Mexico that starts and ends in a USA port it is called a "closed loop cruise" .For those cruises you don't even need a passport although it is good to have one in case you ever need to fly home because of a problem.
