They can be opened, but in the 8 or so years I've been in this forum Navigator seems to be the one most often mentioned as a ship were they wont do so. But things change over time. We are sailing with a group and some of us have side by side balconies and were hoping the dividers would open. We knew that it was a possibility that it wouldn't be allowed so it's not a deal breaker nor will it ruin our cruise. We will just be slightly disappointed.
