Unexplained rash on legs during cruises

Hi everyone; on every cruise we've been on I've developed an itchy rash on my ankles. On our last one just finished, it went higher especially at the back of my calves. It's agony. I was given to understand it's due to drinking the water onboard ship because of the chemicals they use. It's impossible to avoid all water since it's in the food they cook, all drinks, ice, etc. I've just put up with it but the last trip was the worst.

I wonder if anyone can suggest a cream to at least stop the itch? Once home the rash fades quite quickly.

If anything, it is not the potable water onboard.

I've had a rash on two cruises, and also on some land-based holidays, but on one cruise I didn't get a rash. The only difference was that the swimming pool of the no rash cruise was salt water, not chlorinated as were all the pools where I got a rash.
