I didn't check prices at Belize City but I'm fairly certain it was $5 per hour at Mahogany Bay. And yes, all you need to do is keep your eyes opened for crew leaning against buildings with their laptops and other devices and you will have your answer! Roatan is another carnival corp owned developed port, like grand turk, but more isolated. (e.g. no jack shack) WiFi is $5 for 1 hour, $10 for all day. I don't know where you would follow the crew to, as they almost never go outside the carnival property. In Belize, I got bar wi-fi along the waterfront with a drink purchase. Most crew don't go ashore in belize because it is a 20-40 minute tender ride, and they can't go until all passengers have been accomodated. Again, very hard to follow a crew member.
