Does the soda package work here? And does it include the flavored sodas? Do you have to pay the cover charge just for the soda?

You only pay the service charge for food. Note that if you sit down, they will usually serve you fries and onion rings quickly, and then you are on the hook for the service charge.

If the question is can you just sit down and have just a soda, it might be possible but you'd be taking up limited table space that is really there for people who want to eat. And as noted above they're likely to bring out fries and rings and expect you're eating.

Cover charge is now $6.95 on all the ships I was on.
