Are you allowed to change excursions?

Call NCL now and make the changes you want. It is much easier to do this BEFORE you are on the cruise because if you do it onboard, you will likely have to stand in line and early in the cruise, the lines at the excursion desk can be long. If you decide to do it on the ship, be aware you must cancel at least 24 hours BEFORE the excursion. Otherwise, you will not get a refund.
Hello gang! I booked my excursions a few weeks ago through NCL and now I am having second thoughts about one. Are you allowed to change to something else after you get on boat?
Do it now with a phone call to NCL; I agree with Suite Traveler about the lines and the timing and it is possible that the one you want to change to has been filled by people before you in the line.
