Yes, basically it's just that. Some people like to have as low a final account as possible, so they buy OBC beforehand. Also, it is a way of other people giving you money to spend.

 

The main advantage to them only applies to people from outside the US. We get them at a different exchange rate, which is often a lot better than the rate that our credit cards charge, so we can save money by purchasing OBC beforehand.
