Call NCL directly and check, up until recently (quite possibly, extended again) - it's been possible to book one stateroom (regular ones) using two vouchers (that's $250 x 2 or $500 in face value) at the time of making a new booking. If using a TA, ask and have them check for you & see if is being offered now. Those buying, especially soon-to-expire certificates, from eBay or other channels - sometimes negotiate or pay 50 to 60% of the face value (to covered their selling costs from Paypal & eBay) as they're already benefited from the OBC or half price discount when buying it. Casino rates are eligible for applying it for paying the administrative charge/fee & port taxes, etc. - just in case you are new to all these.
