If for some reason you did need to board a flight, it would be easier to establish her identity with a recently-expired passport versus having nothing but a state ID. There are no hard and fast rules about what they will and will not accept to ultimately allow her on a plane. Obviously you'd be dealing with a special circumstance at that point. For U.S. "Closed Loop" Sailings beginning in a U.S. port (including San Juan, Puerto Rico), traveling only within the Western Hemisphere, and returning to the same U.S. port (including San Juan, Puerto Rico) Valid passport or Birth Certificate and valid Drivers License is acceptable. This is what it should have posted from the Celebrity web site. "For voyages that begin and end in the same U.S. Port, U.S. citizens may travel with both a Government-issued birth certificate** and Government-issued picture ID card, such as a driver's license." You do need some kind of government issued ID like a State Issued ID. Under 16 only the birth certificate is required.
