No.

 

Sometimes cabanas at Barefoot Beach are available to rent, and then anyone who rents one can be on Barefoot Beach.

If you are referring to Labadee, the area is restricted to guests in Grand Suites and higher, unless the Jr. Suite guests are either Pinnacle level or have access to a cabana.

We gave it shot last year on Independence in a JS. DW emailed the concierge and we were put on a wait list. In the end we got an over the water.

If true suite guests don't fully book that area, then anyone can book....get on the waitlist if it's a "must do" for you.
