Are all these suites automatically Star level or do some travel agents sell some at Sky level?

Yes, all 2 BR ATS are Star Class. The 1 BR are Sky Class

Travel agents cannot change the suite categories.

Two bedroom Aqua Theater Suites on Allure are Star Class Royal Suite Program. There are 1 bedroom AQ suites that are Sky Class.
