We wore nice slacks/polo/blouse to Cagneys and it was fine. No flip flops. :)

Cagney's doesn't demand long trousers of any form, I wear shorts there.

Cagney's has no dress code; just le bistro and the formal dining room. When we went I saw everything from suits/dresses to flip flops/shorts/t shirts

 

Long pants and a polo shirt will be perfectly fine in any dining venue on Norwegian.

To answer your question, there is no restaurant on any Norwegian ship which requires a jacket.
