Lifeguards

That's so the job can be given to someone who wouldn't make the cast of Baywatch, and they don't annoy the guests with "did you see the skinny legs/big belly on that lifeguard, ruined my whole cruise". And its not like they are swimming a half mile out to rescue someone.

Trust me. They will jump in like that. I've seen it. Anyone can get lifeguard trained. I'm sure there are many good reasons to have fully clothed life guards, not the least of which is extra sun protection and the ability to quickly switch to another duty when their life guarding time is over.
