I wonder what delayed her? Any cause for concern?

Could have been a myriad of things, most likely something mechanical/electrical. She wouldn't have sailed, and a decision wouldn't have been made to sail, if there was any cause for concern

Up to the harbor master; has to do with scheduling/next port/distance, frequency of visit in that particular port, at times; physical berth location, etc.

 

And who is ready to go... who are still loading passengers or provisions.
