My experience with silly string is it difficult to clean up and leaves discoloration wherever it lands. I would say it is not allowed.

The one time we had a balcony, I blew bubbles during sail away. That could be an option, but clean up any spills as the liquid is slippery.

And if you do the bubbles, please be aware of the people around you. We were on the Lido deck during sail away and the people next to us were blowing the bubbles. It was cute at first until some of the bubbles landed in my drink of the day.
