They are assigned by your deck. It has been a while since we sailed on Celebrity- is this usual? We arranged our personal water taxi transportation months ago, and can’t change it now. But these are measures brought in to ease queuing in small ports. If everyone attends out of time then the boarding times will spiral and this will end up being mandatory. You won't be the only ones thinking like this. Venice particularly is very small, with little or no facilities. If you attend outside your suggested time - and you won't be alone - you will wait longer. In particular if you have a relatively late boarding time quite a few of those suggested in your time will have attended outside it. You'll breeze through! Complain to Whom? They won’t know who is encroaching on ‘their time’ and will just get in line to check in along with all those encroachers. And the OP isn’t choosing to encroach. As most of us do, they set up transportation to the dock ahead as they should and now are told times to check in by deck. This is someone who did what is expected and is the norm.
