As long as I have an Internet connection, WiFi Callng will work without extra charges...does this also include being out at sea? I have previously only used in port. We have the internet package and use wifi calling regularly. Configure it before you leave the USA - and make sure your phone has roaming turned off and it is in airplane mode. And, again, this is not WiFi calling. This is using an app. You don't need the app with WiFi calling. You can use the app over the internet, but it's not the same as what the OP was asking.
