Yes, but that isn't the same as locally operated, 24/7 crisis lines "any problem, any time" that were widely available and constantly advertised 20 years ago.

They are everywhere. Suicides are not going away, they are getting worse. The national hotlines contact local providers

They didn't used to be.  Crisis Centers formed in response to the rise in 1970s drug use morphed into telephone call-in  staffed solely by trained volunteers who answered in their homes when calls were forwarded by a switchboard.  When people in crisis called and the person on the other end lived in their own community, a connection could be made.  Since the Crisis Line were advertised as "Any problem, any time", people would call (anonymously-Caller ID wasn't a thing) before they reached the breaking point.
